It may be wishful thinking, but is Pack 2 Carly Rae Jepsen? She's from Vancouver, so that fits, but I can only get a couple of songs to even slightly match the hints. I thought the HIMYM clue could be alluding to "The One", and also "Backseat" with Charli XCX.

Could the HIMYM one be Cecilia by Simon & Garfunkel? I believe this is from the Intervention episode in which they have an intervention for Marshall for his overuse of charts and graphs, one of which they show is this:

is pack 2 is the arcade fire? i can't place the last two but the first four i'd guess are put your money on me, the sprawl ii, neighborhoods (laika), and in the backseat

Yes! It's an Arcade Fire pack and you got 5 songs correct. Great job! (Sorry CRJ fans haha)

May I add that the full release is actually a 9 pack, so even if you figure out the remaining song, you'll still have 3 surprises songs incoming this Friday. And they're good ones.
